In the post-Cold War era, US leadership has treated Russia as a “third-rate power,” whose opinion on and concerns over Washington’s key foreign policy initiatives in Europe were consistently disregarded as insignificant and manageable, former US Defense Secretary William James Perry told the Guardian.<\/h2>\n

Perry named three major steps that poisoned the relations between\u00a0the two countries, leading to\u00a0the lowest point in\u00a0bilateral ties in\u00a0two and a half decades. These includeNATO<\/a>‘s enlargement to\u00a0the East, Washington’s ballistic missile defense shield in\u00a0Eastern Europe and Western backing of\u00a0the so-called color revolutions in\u00a0Ukraine and Georgia.<\/p>\n

NATO’s decision to\u00a0absorb Central and East European countries was made at\u00a0a time when Russia was “beginning to\u00a0get used to\u00a0the idea that NATO could be a friend rather than\u00a0an enemy,” Perry recalled<\/a>. Nevertheless, the Russians “were very uncomfortable about\u00a0having NATO right up\u00a0on their border and they made a strong appeal for\u00a0us not to\u00a0go ahead with\u00a0that.”History shows that those were legitimate concerns.<\/p>\n

Perry, who served as\u00a0the US defense chief from\u00a01994 until\u00a01997, opposed NATO’s swift expansion eastwards.<\/p>\n

“Basically the people I was arguing with [in the Clinton administration] when I tried to\u00a0put the Russian point\u2026 the response that I got was really: ‘Who cares what they think? They’re a third-rate power.’ And of\u00a0course that point of\u00a0view got across\u00a0to the Russians as\u00a0well,” he narrated.<\/p>\n

Experts have always warned that the closer NATO moved to\u00a0Russia’s borders, the more suspicious of\u00a0the bloc’s true intentions Moscow would become.<\/p>\n

“Extending security commitments to\u00a0nations in\u00a0Russia’s geopolitical ‘back yard’ virtually invites a challenge,” Ted Galen Carpenter of\u00a0the Cato Institute asserted<\/a>. “Even the most peaceably inclined Russian leader would find it difficult to\u00a0tolerate a US-dominated military alliance perched on\u00a0his country’s western frontier.”<\/p>\n

NATO officials have largely disregarded those warnings. Instead, they have recently adopted a new philosophy that serves as\u00a0the basis for\u00a0the bloc’s latest initiatives \u2013 presenting Russia<\/a> as\u00a0a threat to\u00a0European and American security, although these allegations have no merit.Tom\u00e1\u0161 Haas, who served as\u00a0an advisor to\u00a0former Czech President V\u00e1clav Klaus, finds claims that Russia wants to\u00a0destabilize Europe “absurd.” Russia is “interested in\u00a0fostering cordial relations with\u00a0Europe. Russia surely does not want to\u00a0see a chaotic, disunited and unstable Europe,” he observed<\/a>.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n
