As part of\u00a0its ongoing war on\u00a0terror, the FBI has launched a new program in\u00a0which it instructs high school staff across\u00a0the United States to\u00a0report students who show signs of\u00a0being future terrorists.<\/p>\n

“High school students are ideal targets for\u00a0recruitment by\u00a0violent extremists seeking support for\u00a0their radical ideologies, foreign fighter networks, or conducting acts of\u00a0violence within\u00a0our borders,” the FBI guidelines read.<\/p>\n

\u201c[If you] see suspicious behavior that might lead to\u00a0violent extremism, [report it to] someone you trust.”<\/p>\n

Labeled \u201cPreventing Violent Extremism in\u00a0Schools,\u201d the guidelines instruct educators to\u00a0look for\u00a0loosely-defined indicators that a student could be a threat. “Talking about\u00a0traveling to\u00a0places that sound suspicious,” “using code words or unusual language,” “using several different cell phones and private messaging apps,” and “studying or taking pictures of\u00a0potential targets (like a government building),” are all listed as\u00a0potential warning signs.<\/p>\n

Educators note that many of\u00a0these so-called indicators are too broad to\u00a0be effective, as\u00a0they could be applied to\u00a0almost any teenager. Other indicators seem specifically geared toward\u00a0targeting Muslims.<\/p>\n

“In practice, schools seeking to\u00a0implement this document will end up\u00a0monitoring Muslim students disproportionately,” Arun Kundnani, a professor at\u00a0New York University, told AlterNet.<\/p>\n

A similar program in\u00a0the United Kingdom, known as “Preventing Violent Extremism,” relies on\u00a0mass-surveillance of\u00a0Muslim communities and mosques, and has been expanded into\u00a0the country\u2019s public schools. This program has been heavily criticized by\u00a0rights groups.<\/p>\n

“Our case studies show that children are being taken away from\u00a0mandatory school hours to\u00a0be questioned on\u00a0matters misconstrued as\u00a0markers of \u2018extremism,” Ibrahim Mohamoud, communications officer with\u00a0the Islamic advocacy group CAGE said in\u00a0a statement.<\/p>\n

“By alienating parents, turning teachers into\u00a0informants, and antagonizing students, [UK program] PREVENT is a divisive policy that does an injustice to\u00a0the education system.”<\/p>\n

The expansion of\u00a0these programs is especially troubling given that there is little scientific evidence to\u00a0suggest that they are effective.<\/p>\n

“Drawing on\u00a0the junk science of\u00a0radicalization models, the document dangerously blurs the distinction between\u00a0legitimate ideological expression and violent criminal actions,” Kundani stated.<\/p>\n

Such programs rely on\u00a0antiquated social theory that has not been proven.<\/p>\n

“The whole concept\u2026is based on\u00a0the conveyor belt theory \u2013 the idea that \u2018extreme ideas\u2019 lead to\u00a0violence,” Michael German, a fellow with\u00a0the Brennan Center for\u00a0Justice\u2019s Liberty and National Security Program, told AlterNet.<\/p>\n

“These programs fall back on\u00a0the older \u2018stages of\u00a0radicalization\u2019 models, where the identified indicators are the expression of\u00a0political grievances and religious practices.”<\/p>\n<\/div>\n
