I have now had the chance to read Obama\u2019s recently released Report on Nuclear Employment Strategy of the United States<\/a><\/em>, (June 21, 2013).\u00a0 The critical passage can be found on page 5:<\/p>\n

\n

\u00a0 \u201cThe 2010 Nuclear Posture Review established the Administration\u2019s goal to set conditions that would allow the United States to safely adopt a policy of making deterrence of nuclear attack the sole purpose of U.S. nuclear weapons. Although we cannot\u00a0 adopt such a policy today, the new guidance re-iterates the intention to work towards that goal over time.\u201d<\/p>\n<\/blockquote>\n

In other words, \u201cnuclear deterrence\u201d is not now and has not been the policy of the Obama administration going back to and including \u00a0their 2010 Nuclear Posture Review as well.<\/p>\n

Since \u201cnuclear deterrence\u201d is not now and has never been the Obama administration\u2019s nuclear weapons \u00a0policy from the get-go, then by default this means that offensive first-strike \u00a0strategic \u00a0nuclear war\u00a0 fighting is now and has always been the Obama administration\u2019s nuclear weapons policy.<\/p>\n

This policy will also be pursued and augmented by means of \u00a0\u201cintegrated non-nuclear strike options.\u201d (Ibid).<\/p>\n

\u00a0Therefore the entire 2013 NPR and Obama\u2019s recent nuclear arms \u201creduction\u201d \u00a0proposals must be understood within this context of the United States pursuing an offensive, strategic first-strike \u00a0nuclear war-fighting capability as augmented by non-nuclear strike forces:<\/p>\n

\n

\u201cAfter a comprehensive review of our nuclear forces, the President has determined that we can ensure the security of the United States and our Allies and partners and maintain a strong and credible strategic deterrent while safely pursuing a one-third reduction in deployed nuclear\u00a0 weapons from the level established \u00a0in the New START Treaty.\u201d Id. at 6.<\/p>\n<\/blockquote>\n

And we know now for sure that all the Ballistic Missile Defense (BMD) \u00a0systems that Obama is currently in the process of deploying in Europe, Asia, and the United States, on land, at \u00a0sea and perhaps in Outer Space are designed to provide the United States with a\u00a0 strategic, \u00a0offensive, first strike nuclear war fighting capability against Russia and China and Iran and North Korea and Syria \u00a0for starters. The latter three because the United States has taken the position that they are not in compliance with their obligations under the Nuclear\u00a0 Non-Proliferation Treaty: \u201c\u2026the United States has relied increasingly on non-nuclear elements to strengthen regional security architectures, including a forward U.S. conventional \u00a0presence and effective theater ballistic missile defenses\u2026\u201d Id. at 9.<\/p>\n

\u00a0So \u00a0the United States government \u00a0is currently preparing to launch, wage and win an offensive, \u00a0first-strike strategic nuclear war against Russia, China, Iran, North Korea and Syria.<\/p>\n
