The lessons of the START Treaty show that the American side, carrying undeclared START cooperation with Britain, violates the provisions of Article XIII of the Treaty. Thus, article states that: “The parties do not transfer to third parties the strategic offensive arms subject to this Treaty. The Parties shall hold consultations within the Bilateral Consultative Commission to resolve any ambiguities that may arise in this regard.<\/p>\n

This provision shall not apply to any sort, existing at the time of signing (emphasis added) of this Agreement patterns of cooperation, including those in the field of strategic offensive arms between a Party and a third State. ”<\/p>\n

With Russia there was no mentioning on cooperation with the U.S. in the UK at the time of the signing of the START Treaty, nor does any agreement currently exist. It can be recalled that the cooperation in the field of strategic offensive arms is from December 1994, when the first British SSBN “Vanguard” was published on a combat patrol, that is, after the signing of the 1991 Treaty on the START-1. By default, the Americans continue to deal with the transfer of SLBM “Trident-2″ and full service maintenance that does not comply with the requirements of Article XIII.<\/p>\n

However, there was a new and a violation of this article, which is that at the time of signing of the START Treaty (8 April 2010), the Russian side is not informed of any practice of U.S. involvement in the program Successor (\u00abSuccessor”) to create a new British SSBN with the development of a universal missile compartment (Sommon Missile Sompartment – CMC) for the missiles’ Trident-2. ” It also emerged that the U.S. side in the face of the corporation “Dzheneneral Dynamics” by participating in this program in May 2012, that is, after the signing of the START Treaty, once again violated the requirements of Article XIII.<\/p>\n

These conclusions are supported by arguments that reflect the author’s personal position. At the same time it took to analyze the participation of Americans in the implementation of plans to build the UK’s strategic nuclear forces.<\/p>\n
