East reversal by Angela Merkel. Германия хочет за счет России упрочить политическое лидерство в Евросоюзе. Ее решение ударит не только по интересам России, но и по ЕС в целом.

Больше не периферия

Британские СМИ написали о решении канцлера Германии Ангелы Меркель отказаться от т.н. «Восточной политики», в рамках которой Берлин последние десятилетия выстраивал особые отношения Россией, и фактически говорил с ней от имени всей Европы. Последние действия и слова главы немецкого правительства (отмена «Петербургского диалога» и призыв к депутатам бундестага готовится к долгой и сложной конфронтации с Россией) подтверждают эту теорию.

Возможно, некоторые российские политологи будут трактовать решение Меркель как очередное доказательство подчиненности Берлина желаниям Вашингтона, но данный разворот является не столько результатом давления США, сколько следствием более глубинных процессов трансформации германской внешней политики и отношений России с Евросоюзом. «Российско-германское стратегическое партнерство последних лет всегда основывалось на презумпции Берлина, что Россия в конечном итоге впишется в систему внешних связей ЕС на правах его периферии (пускай менее подчиненной, чем страны Восточного партнерства, но все же периферии). Предполагалось, что Россия будет разделять видение Европы, в соответствии с которым у нее есть только один центр – ЕС, а внутри Евросоюза – Берлин. Сейчас эти иллюзии окончательно рухнули, – поясняет Эксперту Online замдиректора Центра комплексных европейских и международных исследований Высшей Школы Экономики Дмитрий Суслов. – Кроме того, Германия всегда была привержена включению стран СНГ и1 орбиту Евросоюза, была локомотивом этого процесса, и связывала его с собственным лидерством в ЕС. Россия же окончательно превратилась в этом вопросе в противника Берлина».

Наконец, немаловажной причиной для отмены «Восточной политики» стало переосмысление немецкой элитой своего места в Европе. Ангела Меркель «руководствуется соображениями “другой Германии” – той, что намерена играть ведущую роль в Европе, а не просто быть “кассиром для всех”, – пишет российский политолог, председатель президиума Совета по внешней и оборонной политике Федор Лукьянов. – Эпоха, когда Германия держалась в тени, избегала политической роли и старалась, памятуя прошлое, быть приятной во всех отношениях, заканчивается. Сама ситуация в Европе толкает Берлин к лидирующей роли – других локомотивов просто нет. Франция утонула во внутренних проблемах, Великобритания отчаливает от Старого Света в непонятном направлении». И лидерства этого Берлин хочет добиться за счет нового варианта разыгрывания российской карты. «Германия пришла к выводу, что сегодня существует только один способ добиться внутри ЕС не только экономического, но и политического лидерства: возглавить антироссийский лагерь. Именно не пытаться его ослабить или ликвидировать, а возглавить. Все другие с учетом роли новых стран-членов и усиления влияния в Европе США обречены на провал. Поэтому антироссийский ход Меркель – это ее попытка встать во главе Евросоюза в политическом и геополитическом смысле», – говорит Дмитрий Суслов.

Убеждать эскалацией

Однако проблема в том, что этот ход будет иметь негативные последствия не только для России, но и для Европы. На сегодняшний день Москва (как бы ее поведение не нравилось европейским политикам) является одним из крупнейших торговых партнеров Евросоюза, а экономика той же Германии ориентирована на экспорт. И не для того немецкие компании предпринимали такие усилия для выхода и, самое главное, закрепления на российском рынке чтобы теперь уходить из него и отдавать рынок китайцам.

Кроме того, Россия является важнейшим политическим игроком на европейском пространстве. И для ЕС важно само наличие этого игрока – оно позволяет Брюсселю уравновешивать влияние Соединенных Штатов. Если Россию удастся выдавить из Европы, то американцам будет гораздо проще влиять на европейскую политику или даже в какой-то степени контролировать ее.

Именно поэтому позиция Ангелы Меркель встречается в штыки не только рядом европейских стран, но и даже внутри правящей коалиции в Германии, некоторые члены которой не хотят идти по пути эскалации конфликта с Россией. «На встрече министров иностранных дел ЕС мне кто-то сказал: санкции работают хорошо, ущерб России стал видимым, теперь мы должны принять новые санкции, только так мы сможем сломить Россию». Я думаю, что это непонимание, и непонимание очень опасное», – говорит Франк-Вальтер Штайнмайер.  К более осторожной политике в отношении России призывают и однопартийцы министра  из Социал-Демократической партии Германии.

Возможно, в отношение плана Меркель было бы меньше критики если бы Москва сейчас вела себя агрессивно и деструктивно, однако этого не происходит. Более того, многие политологи признают, что Россия изначально не была настроена на конфликт с Евросоюзом и никогда не стремилась к нему. Она долгое время вообще не реагировала должным образом на наступательные действия ЕС в странах Восточной Европы и Южного Кавказа: молча приняла первый Майдан на Украине, промолчала и во время «революции Роз», отдала Европе политическое пространство Молдавии, стоически реагировала на все скандальные заявления лидеров прибалтийских государств. И огрызнулась лишь тогда, когда Евросоюз начал совсем играть не по правилам и привел к власти на Украине откровенно антироссийские силы. А сейчас, когда Россия выполнила свои задачи и обозначила Западу красные линии в его политике, она, по словам министра иностранных дел Сергея Лаврова, не собирается «стрелять себе в ногу» и усиливать конфронтацию. Наоборот, Кремль хотел бы провести перезагрузку и выработать некие новые правила игры в Европе,  новую систему безопасности. Эта система должна обозначить за Россией право на собственную сферу влияния (где ее интересы будут хотя бы не доминировать, а уважаться со стороны стран ЕС) и предотвратить появление конфликтов, аналогичных украинскому.

Если же Меркель продолжит отказываться от сотрудничества , то России в этой ситуации не остается ничего, кроме как идти на эскалацию конфликта. И не ради войны, а ради мира. «Нынешний подход Запада, в том числе ФРГ, строится на презумпции, что они могут “сломать” Москву, сочетая экономические и политические меры воздействия, не сталкиваясь при этом с серьезными вызовами для своей безопасности. Эту презумпцию надо разрушить1, – пишет Дмитрий Суслов. – Только возвращение в Европу страха новой “большой войны”, страха ядерного апокалипсиса способно заставить ее и Запад в целом отказаться от цели заставить Россию капитулировать, пойти с ней на переговоры и договориться о новых правилах игры».

If Merkel continues to refuse to cooperate, then Russia in this situation, there is nothing left but to go on the escalation of the conflict.
